Parish Pastorial Council Back
Pastoral councils may be established by the diocesan bishop or parish priest. They are consultative bodies which serve to advise them regarding pastoral issues.
The main purpose of a diocesan pastoral council is investigating, reflecting and reaching conclusions about pastoral matters to recommend to the bishop. The main purpose of a parish pastoral council is in some ways analogous. Catholic pastors consult pastoral councils in order to be better leaders. Bishops and priests ask their councillors to investigate some aspect of the church, reflect on it, and recommend their conclusions. In brief, the work of the pastoral council is pastoral planning.
Planning:
Parish Pastoral Councils study pastoral issues, reflect on them, and recommend conclusions. This threefold process may be called “pastoral planning.”To plan in a effective way, pastors must be able to ask the questions relevant to their role as parish leaders, and councillors must have the freedom to do their work thoroughly.The pastor consults because he wants to make prudent decisions. Councillors help plan because they want the parish to make wise choices that reflect the values of the gospel.
Management:
Pastors preside at the meetings of pastoral councils. Good presiding means knowing how to consult, what to consult about, and how to lead. This requires the development of a meeting agenda so councillors can prepare for the meeting in advance and participate in an orderly way.Pastors may consult about specific issues, or they may ask a very general question about the needs or mission of the parish.Although pastors preside, councillors may serve as chairpersons and facilitators, especially if they are good at helping the flow of discussion and the achievement of consensus. The goal is to help councillors make present the wisdom of the community.
